Resolved: That Councillor Melly chair the subcommittee; as the sitting chair of the Licensing and Regulatory committee, in attendance.
8. Apologies for Absence (10:00am)
There were no apologies.
9. Declarations of Interest (10:01am)
Members were invited to declare at this point in the meeting any disclosable pecuniary interest or other registerable interest they might have in respect of business on the agenda if they had not already done so in advance on the Register of Interests. None were declared.
10. Minutes (10:01am)
Resolved: That the minutes of the Licensing and Regulatory Committee Sub-Committee held on 2 March 2026 be approved and signed as a correct record.
11. Exclusion of Press and Public (10:01am)
Resolved: To exclude the press and public from the meeting for item 7 of the Agenda under Section 100(A) of the Local Government Act 1972 on the grounds that it was likely to involve the disclosure of exempt information as defined in paragraphs 1 and 2 (Information relating to any individual and Information likely to reveal the identity of an individual) of Part 1 of Schedule 12A of the Act and that pursuant to paragraph 10 of Part 2 of the said Schedule 12A the public interest in maintaining the exemption outweighs the public interest in disclosing the information.
12. Determination of an Application for a drivers' licences for hackney carriages and private hire vehicles (Section 51)
Members considered a Section (51) Application for a drivers’ licence for hackney carriages and private hire vehicles, made under the Local Government (Miscellaneous Provisions) Act 1976.
Resolved: To refuse the application, providing the grounds for refusal to the applicant during private session.
The applicant has the right of appeal to the Magistrates’ Court within 21 days.
There is also a right to appeal to the Magistrates’ Court against the imposition of conditions on a licence.
